Default Removing seatbelt?? not against the law

This will be a quick question..
Have a 90 Rex Si .. U.S. model where the seatbelt is attached to the door.
I cant remove the side panel because of the seatbelt.. anyone know how to remove the panel without cutting the seatbelt????

Thanks

the plastic piece that your belt goes through should pop out of the door, then you slide your belt through a slit in the door panel.
