Your opinion: should I paint this?
THe shiny aluminum SS stand out so much..look so ricey to me. Should I spray paint it black?

Is it supposed to hang that low? I see you had to cut your bumper to make it fit. 
I'd look into making it hang higher rather than paint the whole thing black.
