I'm sure they are since the chassis is the same. Want lower seats? Get del Sol seats. They will sit lower plus hold you in better under hard cornering.

The seats themself. I purchased a pair for my GS-R. Simply put my GS-R rails on the del Sol seats and found myself feeling 2-4" shorter in my car. Del Sol rails don't bolt in. Had to adjust all the mirrors. Now I can't see jack **** over my shoulders. Oh, I'm only 5'5".

That wasn't what I was after. I got them because the side bolsters hold me in better. In my GS-R seats I moved around too much on turns. Also the part under my thigh was too high and it was annoying and I wanted to do something about it. Right now I've gotten used to it though.

FWIW, I used to drive my old roommate's '99 GS-R from time to time while I still had my Hype R. The GS-R seats "sit" a good bit higher. Between seats and sunroof, I was in the headliner in his car (5" 11") but was fine in the Hype R. Got near about that same effect with the dreaded Sparco + Wedge combination in my car.

94-95 gsr seat lower than all other tegs over all.. 98+ seat higher..
the brackets are different.. the 98+ have the adjustments.. etc.

Keep in mind that the head liner in the GSR is lower than the ITR due to the sunroof. That's why the GSR seats seem higher...

all cars were riding on neuspeed race springs..

But it's a combination of both factors. Seat thickness + lower headliner.

from what i remember about riding in my friend's civic with del sol seats, they didn't seem to have much side bolstering at all..overall i'm happy with the teg seats in my dinky civic..(which came with seats with 0 bolstering so anything would've worked well.

ITR seats are pretty much the same height as GSR ones with the height adjustments all the way down. fu$#ing sunroof

Here's your easiest solution: You say you want to sit lower and have more bolstering........get S2k seats. They will sit about 2 inches lower and they have bolstering out the ying-yang. You will need to make minor modifications to the S2k rails to get the effect.
