Default 4th gen head on 5th gen block

Will a 4th gen head work on a 5th gen block? Would there be any problems?

What are the differences between the 5th gen block and the 4th gen block?

I have a 95 Prelude in my 1997 Accord and I am using a OBD-I P13 ECU. I am using a OBDII to OBDI conversion harness. If I were to swap my block out with a H22A4 block, would that make me OBD-II? And if so, what will have to be changed so that I can continue using OBDI ECUs?
