You can have a forged billet item. The terms are exclusive. Billet just means it's cut (machined) from block. Forged is a process that strengthens the steal.

I believe billet is much stronger, b/c the V8 guys usually skip forged rods and go straight for the billet ones b/c they handle the power better.

Billet is stronger. It's also extremely expensive.

OK, so a billet H23 custom crank is going to be good for the hig revs of an H23 VTEC. Cool. Found one.

A forged piece is stronger pound for pound, due to the way the material is heated and then compressed into shape which relieves stress risers and increases the overall strength and stiffness of the part.

Man trust me, I've worked with and machined many different types of material over the years. When you have aluminum for example forged, it greatly increases the strength of the material as opposed to just a billet piece.
btw: keep in mind there are also different types of forging, cold, warm and hot each with their own advantages and disadvantages. To be honest with the different types of treating and exactly how the material is processed produces greatly varying results.

A billet is simply a solid piece of material that is shaped into it's finished form by machining. Most finished products are either cast or molded into shape. A billet is a raw block of material.
