Default valve interference from new rods

i'm rebuilding my H23 and the Rods i'm looking at from crower are a slight bit longer than factory 141.5 vs. 141.73mm. i know it's not a huge difference, but i also do not know the exact tolerance of the clearance. will this cause any interference? also on the same subject, when deck height is measured, at what points are they measuring from?

clay-up the block and head during assembly. You can modify the pistons if needed.
