Default Variance in stock HP numbers

I've read that the stock HP rating of ITRs from the same year can vary by as much as 10-15 HP. Is this really true, or is it all based on differences in the types of dynos, temperature, elevation, et cetera? A big reason that hondas are such great cars is quality control. Every car should be close to identical. What exactly could explain such a large varience in stock HP? I've read over and over that "every car is different" and that "each one has to be individually tuned". It appears to me that a lot of guys are trying to turn "tuning" into some sort mystical art instead of a science. Since I have never tuned a car I admit that I may be totally wrong, but considering the amount of time and money that guys spend in order to gain 10-15 HP I would like to know exactly what could cause that big of a difference between two stock engines. I am not trying to be a smartass; I am just curious.

Not all identical motors put out identical numbers. Im sure external conditions are part of the reason. This doesnt really apply to your questions, but for comparisons sake, the EVO 8 stock horsepower has been seen to vary from 225 to 260 at the wheels on the stock motor. Thats a HUGE variance.

By the way, these numbers Im speaking of were run on the SAME dyno.

I think this has more to do with the type of dyno being used than variance in motors. Yes there is some varianace, but when a dynojet reads 10+ more whp/wtq than other types of dynos, it is hard to have any resonably intelligent comparisions.....

I think it all has to do with how they the engines were broken in...

There was a Super street issue or Imporn Tuner that took a 350Z to like 6 dynos and they had numbers all over the place. The diff between the best and worst number was like 45hp. This was on a stock 350Z. I think the varience is in the dyno for the most part, but alt, temp, density, all chance the #'s.
