at best, the golf has a 2.0 115hp engine.
at worst it has the TDI
are you sure it was a golf? cause if it is a GTI, that's a whole different story (turbo....vr6....etc)

In 2000 and 01 the golf gls 4 door was available with a 1.8T. Stock with a decent driver they are fairly close to a 99-00 Si in a 1/4 mile. Less hp but more tq but heavier and came with lousy tires. I have an 01 and it's not that much slower than my gsr. Without looking much modified to a non-expert 300+ hp is possible without nitrous. Make sure you know more about the car or don't bet what you can't afford to lose. If it is a turbo and you lose, big deal, he's got a turbo. If you win, rub it in, after all he's got a turbo.
If it is just a 2.0, even with nitrous, they are pretty slow, stock would be maybe mid 17's in the 1/4. Unless a suicidal hit of nitrous, I can't see much better than mid to low 16's.
