Nitrous or Turbo

I have thought long and hard, i was wondering if any one can tell me wut i should do. i have a 91 crx with a dohc zc. i dont know which would be safer, and which would put out the most power for my car?

Here in Canada I'd go for a Turbo because using nitrous is illegal. If this doesn't concern you, you can use NOS. It you get the right setup for your fuel management, it's not too damaging for your car.
