Default 14-17" rims

I recently heard that if you change your wheel simze from a 14" to a 17" rim that you would need to put upper and lower strut bars on is this true?? 97 civ ex coupe

no truth to that. it has nothing to do with adding bigger wheels. struts bars' function is to aide your chassis become more rigid.
