I remember reading about something exactly like that a few years ago, but it was being sold on late night infomercials at the time. Anyway the jist of the article said that it really didnt do anything, just like the tornado air swirling thing.
A friend of mine had something like that on his JDM B16A in the front clip that he bought. Then he sold it to another friend for like 10 bucks.

like a few molecules would make a huge difference. and what guarantees that they won't stay conformed after it passes thru the magnet? polarity favors bend configuration.
