transparent vinyl?

does anyone know where to get transparent vinyl besides oracal.com? how are they different than window tints anyway?

a buddy of mine sells precut sheets of red vinyl for taillights on RSX's, Integras, Celicas... I dunno what else... an alternative to painting your lights.

"Transparent" as in clear i'm assuming
