How long does it take for the engine to cool down...

enough so that I can do the valve adjustment?

I've waited 2.5 hrs, and it's still pretty hot.

best time to do it is first thing in the morning when the car's been sittin there all night

Honda gives a temperature of 100 degrees or lower. Whenever the head feels lukewarm is good.
