Yo can use Any 88 or newer D15 or D16 SOHC block and use any D16 VTEC head.
The HF block although only has relieves for 2 valves will still work. Although not worth it since the components in that engine are very, very weak.

the y7 is built for turbo and my z6 head was P&P and help spool the turbo alot quicker however what im wondering is wouldn't the z6 head make the compression ratio higher on the y7?????
No it won't. both heads use the same type/design combustion chamber.
It should not change the compresion ratio, unless you have had the head resurfaced or milled, that will raise the compresion depending on how much material was removed.
If you were using a Y8 head, then yes, you would have higher compression since that head has smaller quench areas.
