Default Please help with body work question

K guys I need some help here..

I'm looking into trading into this CRX.. It is a car that a buddy bought and no longer wants.. Its an 89 CRX Si with an LS swap..

Heres the scoop... The owner installed a RS kit on it.. BUT-- the tool shed decided to do some really crappy body work.. First -- they attempted to mold the rear bumper to the body.. Good idea in my opinion -- just horrible work.. You can tell where it was fiberglassed etc.. He also attempted to mold in the door caps and side skirts from the kit.. After this task was completed - the car was sprayed at Maaco..

So - I'm stuck in a dillema right now.. What do I do.. The car is a cool project.. But did this guy RUIN the body of the car?? I am fairly confident in my home body skills.. My thoughts are a complete sand down of the car.. Can the bad work be refinished? Can I sand down the fiberglass molded parts and redo them.. Is there a possiblity I could redo the rear bumper so its NOT fiberglassed in or would that be impossible due to the fiberglass rear bumper..

I've never taken on a project like this that someone half assed.. I can get a GREAT deal on paint and my GFs uncle will do the paint.. Its the body work thats up to me.. What do you think?? There is a few small areas of surface rust but I could easily take them down to metal and refinish it.. Its the fiberglass crap I'm worried about.. Let me know what you guys think or what you've run into working with this kind of stuff..
