ebrake problem with gsr brake swap

Default ebrake problem with gsr brake swap

Hi all. I just completed a rear disc conversion on my 93 civic lx. The brakes came off of a 99 gsr. Everything works great except for the driver side ebrake cable. First off while I'm in the cab of the car I can pull the ebrake cable by hand to set the ebrake on the passanger side wheel but when I tried to do this on the driver side cable it wouldn't budge. I then went to the calapier on the driver side and I could move the spring that controls the ebrake by hand so I figured it has to do something with the cable.
Could the cable be frozen?

Also the cables look alittle too short anyone else experiece this.
