Default Dropping my car. Suspension Questions

I'm looking for a cheap setup for my 95 Civic. I want about a 2 inch maybe 2.25 inch drop, and I want it to be fairly cheap. Do I need new shocks or can I just use new springs for my existing shocks? Will I need new shocks if I buy coilovers? TIA

Stiffer springs will require better dampening (sp?), so most if not all lowering springs/coilovers will need something better than stock shocks. Maybe not right away, but eventually you could blow your stock ones, if you use them with stiffer springs.
