For those who have sold or bought a car from a personal owner
I'm just curious as to what steps are involved regarding smog when changing ownership of a car from a personal owner to another. Does it always have to be smogged whenever ownership is changed? Even if it was just smogged like a few months ago? If so, who is supposed to deal with the smog, the seller or the buyer?

If so, you have to show proof that the car pass smog within the past 90 days. If you have a smog check from within 90 days then that is good. If not, then you have to get it smog for the new owner.

I just bought another GSR 2-1/2 months back. The process is generally:
1. agree on a selling price
2. have the seller fill out the pink slip with you present
3. now..just drive home. You might want to call your insurance right after to get a temporary insurance so nothing happens when you drive home.
4. As for smog...the seller is suppose to make the car able to pass smog. That is his responsibility. If the seller doesn't get a smog check prior to selling the car...make sure you get a written statement saying the seller is responsible for all fees related to getting the car up to smog regulations.
I hope this helps...its not the only way but a way to handle buying a used car.

It's sellers' resonsibiolity to get it done, usually they can do it or they pay you 40~60$ and you get it taken care of yourself.
In NY, the smog/inspection passes on with the car so as long as it's good, it's not necessary for the new owner to do it.
