Quick Intake Question

Quick Intake Question
Do you really need to hook up that line that goes from the intake tube to the valvecover/head?
I've seen some people have this connected and some without.
Im just wondering if it would make any difference.
What does this line do anyways? Does it filter out something? Since it is connected to the intake tube, im guessing that it lets in some air to the head.
I've also seen people with baby K&N filters on the small nozzle.

ive seen people plug it, or put a breather on it. its for crankcase ventillation. i wouldnt just leave it open, i would fiter it somehow, thats why the tube comes from the intake.

i'll just put one of my rc car filters on it... i think it's just the right size.
should i plug up the hole on the intake though?
