All Motor / Naturally Aspirated No power adders

Would 7500-7800 be a safe rpm range for a D16y8 with arp rod bolts

I'm pretty sure that the head can take it with some upgraded springs with either a crower stage 2 cam or the zex street/strip. I plan on having a p28 chipped with a good program and 8grand rev limiter.

Also do you have to change the rod bearings at the same time? I want know because I can't have to much down time since this is my only car, and that goes to my other question which is can the rod bolts be put in from under the car with the oil pan removed.
