Question regarding euro Type-R Numbers

I heard that all european ITRs start with a #4 before the real number, is this true?

I know that in my country are 161 ITRs, including the wrecked ones, but i have no idea how many went to the rest of the continent... any clues??

Mine is #1689. 70 went to Holland. 2500 in total in Europe (incl. UK).

so maybe number #4 is regarding the '98 Edition ITR or something... (?)
