is this the vehicle speed sensor?

the title of this image is POWER STEERING PUMP.
It LOOKS like the speed sensor, but its called the POWER STEERING SENSOR. Its also $240
so if thats not it, what page of the parts manual is the VSS on
YES, it is the speed sensor.

Although the picture doesn't show it, I think the speed sensor (VSS) is an electronic part that sits on top of #8 in your photo. Ask the dealer to search for SENSOR, SPEED or maybe VSS. I think PS on 97+ is different, but the electronic sensor should be the same. It's under the MT CLUTCH RELEASE or something like that. Good luck...
