personally i would(and have) bought the volk te37's. very strong, very light, and very expensive. inexpensive would be rota attacks or sub zeros. light and about 550 for a set of 17's. cheap.

I was looking to spend around 1100 for rims and tires. I was going to go with the 17" konig tantrums ($540) with a 205/40/17 (tires $420)Yokohama AVID H4, BF Goodrich Scorcher T/A ZR, Yokohama Parada Spec-2. But i'm not sure what type of tires to buy? And i don't know if i can get away with summer tires all year long in lexington kentucky or if i should have the yokohama all season avid h4?

I like how the 17" look though. I'm going to buy a set of slicks when i get my turbo then i'll be able to switch between them on race days.

Kongis are not light rims and they are crap my first civic had some and they where crap to me. centerlines are about 800-1000 for just the rims i think for 17" retail. i payed 1500 for 19" with mugen lug nuts and pirelli p7000 tires. brand new. but i got hook ups.

the lightest 17" rim that I know of are the Weld Racelites for Honda/Acura.
They are like 11.5lbs each.

For that price you will have to go with some cheaper wheels like Konigs, or Rota's. Anything else like RacingHarts or SSR will be quit abit out of your price range.
