power to injector, but not firing?

power to injector, but not firing?
I did an mpfi swap to a ZC. it's throwing code 16. I have power all the way to the injector, but it doesn't seem to fire. It's like thate on cyl. 1,3. 2,4 are fine. I've gone over the wiring. there is nothing wrong. Why won't they fire? could it be timing? Help please
