Default Radar Jammers? Illegal but...

I know (passive) "radar jammers" are not illegal in most states, but an (active) "radar jammers" are illegal but i know and heard of jammers comming in from the UK area or other 3rd countries not 100% assembled that way they are not considered "illegal" but referred as "parts" and once you purchase them from for example the UK, you must finish constructing the (active) radar jammer. anyone know of any websites that sell these i flipped all of google over and still could not find actual sites that sell them. thx in advance.
