Default Question about a B18C5 block

Today at a local shop I saw a B18C5 (USDM) type R block on the floor, yet for some reason it looked different then my and every other B18C5 block I have seen. This block had an extruded text (OEM casting like the "HM" marking) on the block under the engine badge number which read " R (honda symbol) DOT ". I have never seen this on a B18C5 block or anyother honda block for that matter. The text appears to be OEM casting texting, however it seems very strange since no other block I've seen has this on it. Any idea's on why its on the block and not on other blocks?
Here's a picture showing where the text was on the block:

Why no serial number on the block?

Just speculating, but perhaps it's a replacement block and Honda is using that to distinguish them now.

the picture above is not the block in question, I took the serial number off the block above because the block above is a friends block and I didn't think he would like his serial number on the internet.

And no the block isn't JDM because if it was it would be a B18C, not a B18C5. B18C5 is only on type R block for north america.

It's a "Remanufactured" complete or bare block from American Honda. The "R" signifies that it is remanufactured. I've seen this on 3 different blocks already.

You can get a bare block? Remanufactured? Whats the part #? I would not mind getting my hands on one and building it. What's dealer net on one? IM me if you have this information, thanks.

the serial number looked normal, however the face of the block was painted gunmetal so I couldn't tell if it was orange or not. Also the block had no VIN # on it as well, however the block is legit since the block is for NHRA and NOPI race which the serial numbers are checked.

I can see the marking I'm talking about in your picture. The owner of the block said he bought it used with the face painted gunmetal as a bare block with just the mains on it and with brand new never used RS (84mm) sleeves in it. He said he paid $1000 for it like that. Think thats a good deal for a refurb'd Honda block with new sleeves? Also what do those blocks go for from honda/acura?
Thanks again...
