well, technically P13 refers to just about anything on an H22 engine, P13 is a reference number, you can find P13 stamped on the head, block, stock rods/pistons, cam gears, oil pan etc. just like B18C1 engines have the number P72 and PR3 (all modern B-series use PR3 somewhere) everywhere
but yeah, most of the time when people just say "P13" or "P30" (that a B16 BTW), they are usually refeing to the ECU
