How do you measure collector size on a header?

How do you measure collector size on a header?

I've tried a search and couldn't find anything specific. When measuring the collector size on a header do you take the pipe's inner diameter or outer diameter?

Outer diameter on tubing. Inner diameter on cats and mufflers.
