Whats the difference between Meguiars Paint Cleaner (step 1) and Clay Bar/Rub?

Whats the difference between Meguiars Paint Cleaner (step 1) and Clay Bar/Rub?
i know that they are two different methods, but do they essentially do the same thing? instead of taking a bar to rub your car down, does a paint cleaner do the same thing in a wax form?

From my experience, the clay bar is more effective for removing contaminants from the paint surface. The liquid will probably be easier and faster to use, but if you want excellent results, I'd use the clay. My friend used to use the paint cleaner on his buffer as a cutting agent, worked pretty well.
