Default Should this happen??

I jacked up my car on the passenger side, so that the front passenger tire was elevated. With the car in neutral, when I rev the engine the passenger tire would rotate. Is this normal???

Yeah this is on a 99 Si. I prefer to post in this forum because the crowd is more knowledgable.
