Since you are located in Ireland-you will find that there are a number of people there that are familiar with the SU carb used on MG's and Triumphs. Thee is a tool I used to use to tune them with. It fits over the throat of the carb and has a sight glass in it. See if you can find a friendly garage that has dealt with this sort of problem before. The balance is set by trial and error and you must look and listen when setting each carb. Been there with my TR-3 back when we still had distributors with points <G>.
like what was mentioned above, there are vacuum gauges with a rubber end that fits into the air horn or throat of sidedraft carbs. I actually bought one in Gilroy, CA from a place called Pierce manifolds. But people should have them elsewhere.
