OBD rules?

OBD rules?
I'm new to this site...
I'm doing LS/VTEC on my 95 Integra LS, and as i was looking through all the different things i need to get, i got a little confused on the OBD types...My car is OBD 1, but the distributor i was looking at getting is OBD 0...I guess my question is what are the "rules" of OBD? Do they all have to match up or what?
I know its probably a stupid question, but thanks anyway
