Default bonding plastic

i have a problem, i had a car accident and my insurance wants the body shop to bondo the crack of my oem bumper. The manager at Honda body shop said that if you bondo up the crack it will come back in the future, is this true? Also, have anyone had any problem with their insurance company replacing the bumper instead of bondoing the bumper???
