you could probably build a prototype out of an erector set. pick up some small motors from your local radio shack and start playing around with gears and gear sizing (to make things move faster or slower). you can also look into hinges upon which the display, or whatever youre moving can actuate. seems rather simple if you have the right supplies.
to add: have you ever heard of Fischer Teknik? great piece of prototyping hardware.

I have run numerous searches on all sorts of word combos and haven't come up with anything on those websites.

Thanks for some actual help Nataku, You have some good ideas! My main question is, how do they get it to tilt upwards at the end, you know, it comes all the way out and then it tilts upwards.

Thats where youre gonna have to start looking at elliptical patterns using gears and rods. you might allow something to move only so far on a toothed track before an atatched rod inhibits its forward movement. i gotta get to school right now so i dont have time to try and draw you something but maybe later in the day. peace

try and go direct to a electronic supplier. such as electronic giant in new york. they also have one in Los Angeles, called electronic king. maybe those guys can help?

Well, I kind of don't want to lead them into another million dollar idea that wasn't theirs to begin with. I would rather figure it out between me and a few others so that way we can reap the benefits if we mass produce them!

You could use dental floss connected to two points on your licence plate and pull it up from the driver's seat without all the hassle of machines. Or you could just rock no licence plates at all since what you're trying to accomplish is illegal.

What makes it so illegal? It will be hidden only when the car is off. BTW, that dental floss comment was completely uncalled for. Did I say something uncalled for to you in your posts?
