well newer JDM headlights kinda resemble accords.. I'm not sure what you'd use them for unless you buy the JDM Integra front sheetmetal as well.. unless you wanted the projectors or something out of them..

older JDM integra headlights (older G3 that is) are the same as the 94-97 USDM integra headlights except the projector beam pattern is different.

No flame intended.
But seriously, even you can hook the wires up, how do you think you can put the JDM rectangular headlights in the original USDM round holes without changing AT LEAST the bumper (which in fact no such bumper exist as far as I know)?

I never said I didn't have the bumper. I have everything else but I'm asking about the headlights not how to put it on. I want to know if I have to buy new lites or can i just get new wires to coneect to my usdm plugs.

Well, if you have the whole conversion kit, there is no reason why you can't get the headlights to work. Obviously everyone misunderstand you, and I think you should ask clearly next time. Anyway, they are not useless and definitely needed if you want to do the whole conversion. I am not too sure how to wire them, but there are 4524543656 topics on this already. Search is your friend.
