Without seeing the rust it's really impossible to say what the solution is!
If it's surface rust caused by a scratch in the paint the answer is to sand it down and repaint if possible. If it's not possible to sand it down, you may try lightly sand blasting the area (being carefull not to heat up the metal and distort it!). There are also "rust converter" products (like Por15) that will make the rust inert.
If the rust that is shown is due to the metal rusting through from the back side, the only real solution is to cut out the rusted area and weld in new metal!! I've delt with a whole bunch of old cars (I also own a 64 Chevelle 2 door wagon) and can tell you that this is the ONLY solution that will work and last! Depending on the value of the car, it may not be worth doing!!!!!!

Rust is less dense that the original metal. So actually the more rust you have the faster your car will be. It's been working for me so far.
In all seriousness Wes is right. The only way to get rid of it for good is to insert a new piece of sheetmetal.
