Carbon fiber hood is dull...
I just got a C.F. hood from a friend for my 91 crx...it has some dull spots on it, he said the gel coating is wearing off. How do I fix this? spray a coat of clear on it?
also, I got a 92-95 Wings West lip to fit on my crx bumper, paint it white(my cars white) or paint it black?

take it to bodyshop to do reclearcoat. they will use sandpaper to sand off the clear coat that already have your hood and then reclearcoat the hood, after that, your CF hood should looks like new again
You can try and put some wax on it. and polish it up and see if that helps any. if not then yeah you need it reacoated. I wouls suggest this a perfect opertunity to paint match it the color of your car. Also paint the lip black.

Get a buffer and use some light buffing compound on it, and then polish it with the buffer using 3M or Meguiars mirror glaze. If that does not work then get it clear coated. Buffing and Polishing it is a much easier and cheaper route. Give that a try first.

when sanding and re-clear coating it, will it still look good like a brand new cf hood?

Yes, yes it will look like new again unless you already have some other damage to the hood before re-clearcoat. Make sure you use some very high number sand paper to sand off the original clearcoat, and after u re-clearcoat the CF hood, should look like new again. Hoep this help
