when do you change P/S fluid
Somebody asked me and I didn't have any idea. I looked it up, or tried to, but it's not in the owners manual or the Helms. 
Is it just something that is basically designed to last the life of the rack/pump.

Once every 2 years or ~30,000 miles.
P/S fluid DOES deteroriate. SLOWLY. It's a good idea to occasionally replenish it, just as you occasionally flush your brake fluid (same maintenance period).The problem is that there is no facility for evacuating the system on modern cars.
At the very least, get a bulb syringe/turkey baster and pull as much fluid as possible from the resivior, then fill up with clean fluid. Repeat. That should do work just fine.

Honda doesn't have a recomended replacement intetrval. Ive never seen a problem caused by old fluid.
