Default best way for cleaning throttle pulley

would a dirty throttle pulley cause the tach to slightly stick around 1500 rpm...also i noticed the pulley has some grime build up in the spring looking area due to cleanin the engine then spraying armor all on it and having a dust collection...i want to clean it all out and lube it again...also what else could be the culprit of the tach sticking slightly at 1500..when stuck there it will gradually drop to idle or if i give it a quick rev it will bring it down to idle...help is appreciated...thanks h-t

get some carb cleaner. with the engine off use a toothbrush (an old one or your sisters) and spray the carb cleaner in and around TB, scrub with toothbrush.

turn on car and spray some into the TB with you actuating the butterfly. this will clean it out considerably.

possibly if this doesn't correct the issue you could have a problem with the idle control motor.
