Default question about rpm's

ok now i know the rpms will sit at about 1000 when moving and car is in nuetral till u come to a complete stop then they will drop to idle...my question is lately my rpm's will sit at about 1500 to 2000 rolling in nuetral and then when i come to a complete stop it takes a minute for them to drop to idle...or when im shifting from first to second at low rpm (2500 to 3500)sometimes the car will jerk forward a lil as if im giving it gas between shifts but its do to the rpms not dropping down fast enough....any insight as to why my 96 ls is doing this now...only thing ive done to the car was change the radiator yesterday and i noticed it starting to do this when i realized i had a small crack in the rad...but after replacing the rad. it still is doing it...car had a full tune up about 4000 miles ago,so i doubt its the plugs ,wires, cap or rotor...also i reset the ecu today on my luch break to see if it helps...thanks for all and any advice given....

It sounds more like a throttle issue...You havent been chillin around your intake manifold or throttle body lately, have you?

stop TTT'ing this question, and it's rpm not rpm's. posting this to the top every half hour just makes people not want to help you. and no don't use brake cleaner.
