How good are F23A1 engines?

How good are F23A1 engines?
My buddy has a 1995 Accord and his current F22A motor is starting to go...
He is considering dropping in a F23A1 as a replacment. The specs show 20 more HP and about 8 more TQ.
He is also considering maybe turboing the F23A...what is the maximun boost that the engine could handle on stock bottom end? Hwo about with aftermarket pistons and rods?
