wheel gap

my friend has some 18's on a 91 or 92 accord 4 drs.
and he's wondering how much of a drop should he get to get rid of the gap between the wheels and the fenders?

bag it and tuck the lugs

or be safe and drop it an 1.5"

i.5 would be able to loose the gaps?
let say if he drop it 1.5, how low would the car body drop?
