Default how to change fuel filter on 00 civic?

It seems pretty simple loosen top and bottom nut on fuel filter and change. but the bottom one that goes back to the tank is stuck, or is it not suppose to turn? i'm scared of twisting the fuel lines. and when its still on the bracket that connects it to the firewall i'm scared of bending the bracket.

how do u guys do it or am i doin it wrong? thanks in advance

nah i don't think you will bend it, put the filter back and loosen the bottom one first then do the top.
