Default Automatic Seatbelts

I bought a 1990 Civic DX Sedan about 2 years ago and the automatic sliding seatbelts have never worked right since. Well, they finally quit about a month apart and are a huge nusance...you have to crawl under them and if they are not in the right spot the buzzer goes off.

My question would be is there some kind of warranty that covers the seat belts since it is a big saftey issue? I talked to my local dealership and they said that if a warranty was available they couldn't do anything because Civics with automatic seatbelts were not shipped to Canada.

I did take them apart to see if it was just a wire off or something......my test light told me that there is no power getting to the little motors. I checked all fuses but nothing was blown. Has anyone else had this problem???
