Default '00, '01 ITR ECU, sets back power mods?

I heard that the factory ECU restricts engine modifications by retarding ignition timing, messing with the throttle position sensor and air-fuel ratios, etc. Is this true? Do you have to buy an ECU to gain power from engine mods? I know Mugen is good but expensive. Does Spoon, TODA, Skunk2, make ECUs?
