the shocks arent the part that controls the ride height. that is the springs. if anything it would have only dropped a very little (.1"-.2"), which wouldnt be all that noticeable
I forgot that they had cut a piece of my bump stop on both my front suspension... they cut about 1/2 an inch off... That would probably be the reason right?

Shocks have nothing to do with ride height. all it will do is retard the bounce of the car. the springs on the car however will lower the car. if it is stock springs still in your car its just normal wear and tear but if u changed them to performance ones then it will be the performance springs.
not really all the bump stop does is prevent you from bottoming out. if the bump stop wasnt cut the ride would be rough because u have a lowered car with the bump stop at the normal height. but if you cut the bump stop while you are lowering it, it will prove to be a better ride. i dont think the bump stop is the reason why your car was getting dunked. it also depends on how long u have had your springs in. if you had them for awhile they should have already settled in and shouldnt lower anymore. but if they are new ones give it a month or two to set.
The only way different shocks will change your ride height is if the dimensions of the shock is different (perch height is different). To continue to beat a dead horse, bump stops have no affect either unless your car was resting on them, which shouldn't be happening unless you've dropped a V-8 in your Accord.
The thing is... the car sat a bit higher b4 the installation of the new struts... because the first time i had the springs installed... the guy forgot to cut the bumpstops but this time around when installing the new struts they cut them and now my car sits a bit lower...ive had the springs for a while now... so it couldnt be that it sagged right? anybody else have any other ideas?
It's possible that the springs have sagged over time a bit, but a good quality spring such as Eibach's won't do this. It's possible that the springs weren't properly indexed before (basically rotated to set completely in the notch on the perch).
