I go with a b18c why waste the money on a b16a2? Its about the same price as a b18c. Because of the hydralic clutch. I think you should just get the b18c. It has more torque and produces more horse. And its just a little bit more. Its just my opinion.

first thing what does this have to do with ef's?
and to answer the question, you will probably be satisfied for longer with a b18c3/4. plus you will be able to burn SI's with an ex which would be cool.
price both engines out see if they are both within your price range, if so then go for the b18.
