Default OE replacement catylitic converter

Are 88-91 Civic OE replacement catylitic converters restrictive or do they have adequate flow? I'm doing a B16a swap and I also want to replace the entire exhaust system. I'm looking for decent performance and staying emissions legal. Carsound and Random Tech are kinda out of my budget and the OE replacement is fairly low cost....also, I don't want the resonator type such as the RActive unit. Any help or info will be appreciated.
