Default to paint or not to paint?

My car has chips all over the front. The previous owner did alot of highway driving i guess. Anyways i had it estimated and Portland Auto said it would cost be $1200 to have the bumper cover, hood, and right front quarter panel painted (those are the areas with chips). In addition the spoiler i just got is gonna be $145 and the front liip is gonna be another $145. Does that sound like too much? All the other shops i have gone to have refused to paint the lip and wing

145 for the wing and another 145 for the lip is really expensive

Just for reference, I had both of my bumpers resprayed as well as all of my side moldings for around 300 Canadian, from the best body shop in the area.

I got a deal, it should have cost about 600 from them, I believe...
Just for reference.
