Default VERY low RPM's on sohc civic?? HELP!

I just put an autometer tach on my 98 civic cx. What is the redline supposed to be? Right now I shift at around 3500, and by 4500 it is really screaming. Does the engine just suck or is the tach hooked up wrong?

I don't get that part.. 4500 rpms are a lot but that engine can go more.

It must work alright if you "KNOW'' you're shifting at 3500 rpms. You have a revlimiter so take it up all the way till your fuel cuts out.. and look to see what the tach is at. It should be at around 7K

i shift at 2.5 - 3k just cuz it i like my engine quiet since it doesn't even have vtec. I just rev high enough so it shifts and moves smoothly.
